Searching The Democratic And Economical Model Of The Region’s Chief Election (PILKADA) (The Evaluative-Prescriptive Study of the Equivalence between Social Cost and leadership Quality of Region’s Chief)

The objective of this research is looking for the democratic and economical Pilkada’s model based on the leadership quality of the region’s chief as the alternative of the Pilkada’s perfection concept on the future.
This research uses the empirical method in descriptive-evaluative by qualitative approach. The research was held in Surakarta and Klaten (as the representative of Central Java) also Madiun and Ngawi (as the representative of East Java) for a year. The data used is primary and secondary data. The instrument of data collection is in-depth interviewing and document study. The technique of data analysis is qualitative using the theoretical interpretative.
The research result shows that (1) there are several factors of direct Pilkada’s implementation supporter such as: (a) the system of representative election is colored by many cases; (b) the citizens can act directly; (c) the opportunity of money politic is thinner and thinner; (d) the opportunity of political party interference decreases; (e) the result of the direct Pilkada is more objective though spending much money. (2) Democratically, the direct Pilkada is the best way to produce the region’s chief which is available with the society’s choice, but there is no guarantee that the direct Pilkada election producing the qualified region’s chief from human resources side. (3) the concepts of the democratic and economical Pilkada model are made as follows: (a) the timing togetherness aspect of the Pilkada implementation; (b) the efficiency of the Pilkada establisher Human resources by integrating informatics’ technology; (c) the optimal using of logistic; (d) the optimal regulation of the elector number in TPS; and (e) the need of combinative Pilkada means implementing the region’s autonomy in the level of district/city by the direct Pilkada, while the chief of province, governor, is by the president’s pointing because the governor is more administrative.
