Model for Empowerment of Slums Community as an Efforf for Sustainable Urban Poverty Alleviation

Millenium Development Goals (MDGs) Indonesia has targeted for poverty alleviation and hunger as the first goal. This is due to high poverty line in Indonesia, which has been reached by 17. 4% in 2003. In fact, most of urban poor live in slum area, which was in the year of 2000, has been spread off in about 10.000 spot occupying 47,500 hectares area in the whole Indonesia.
Constrains in poverty alleviation strategy is usually rely on the difficulty in escaping from the poverty line, because the community institution has no access for social inclusion, empowerment and security. Therefore, this need models for empowerment of slum community as an effort for sustainable urban poverty alleviation.
This research has two objectives. Firstly, to inquire the model concept for empowerment of slum community as an effort for sustainable urban poverty play casino alleviation (PMPKB), and secondly, to implement the model concept of PMPKB. Whereas, methods used in this research was Participatory Action Research , where placed the researcher as well as the respondent as the “subject”, by involving stakeholder of slums area intensively
Results of the research show that the model concept of PMPKB has been used as a tool/ instrument for housing-based community empowerment and poverty alleviation in the village level. The model concept of PMPKB was started by defining the poverty, participatory problems and need analysis; finding the potency for solving the problems and integrating with the planning in the city, province as well as Nasional level. By integrating the program developed by the community and getting access for solution in the city, province as well as national level. this process becomes the strategy for the real poverty alleviation. This model concept can be replicated in other areas according to the slums characteristics.
