The Empowerment Model Of Women Politician Role In Assembly At Regional Level (DPRD) In Producing The Gender Responsive Region’s Regulation

The objective of this research is to know the obstacle then arrange the empowerment model of women role in DPRD in producing the gender responsive region’s regulation.
As the research of which perspective is gender, the approach used is sociological/empirical using non-positivistic approach. The characteristic of this research is developmental descriptive. The research location is in Surakarta and Karanganyar (Central Java), Madiun and Ngawi (East Java). The data used is primary and secondary data. The instruments of data collector are book study, interview, and questionnaire. Besides, for giving the sharpening and formulating the proposed model, it’s done the Focus Group Discussion (FGD) by involving the self-owner. The technique of data analysis based on the theoretical interpretation and then pulled the generalization as the ideal formulation (ius constitutum).
The research result is concluded that producing the responsive region’s regulation is still found the internal obstacles i.e. 1) the limited women number in DPRD; 2) there is no regulation about the women’s involvement in discussing the region’s regulation containing the gender item; 3) the limited ability and comprehension about legal drafting and gender; 4) the women of DPRD member just enters to the commission sectoring in society prosperity. While the external obstacles are: 1) the strength of patriarchy culture; 2) there is no region’s regulation about gender priority yet.
The empowerment model of women politician role in DPRD in producing the gender responsive region’s regulation is as follows: 1) the enhancement of gender sensitivity and legal drafting ability dealing with UU No.10 Year 2004 about the making of acts’ regulation; 2) forming the Fraction Across Women Alliance/the (APLF/K) commission; 3) revising the DPRD’s regulation which is available with APLF/K in the third level discussion in discussing the region’s regulation containing gender.
