LACK OF DEMOCRATIC COLLABORATIVE GOVERNANCE (A Case of Early formalization of Relocated Informal Traders From Banjarsari To Notoharjo Market

This qualitative research on Solo Raya shows that collaborative policy between local governments/municipalities of Solo Raya in resolving street vendors issues does not happen because they have different visions, missions, commitment and interests in treating them. There are some different patterns of local Solo Raya governance of street vendors: (1) the local government let them trade on any location the street interested in without control in particular in the early of reformation era; (2) the local governments will act strictly when their interests and goals were contradicted to the street vendors’; the government may dominate and co-opt street vendors in decision making process where street vendors were involved, (3) The local governments have capability to provide some fund for improving street vendors livelihood and empowered them; and some have provided the money for them. Unfortunately, it was sent to the persons who are not eligible to receive and/or some money had been corrupted by some members of local legislative who do have not commitment to make the street vendors better off. This maladministration happen because the local government have weak control on this expenses; (4) In the local level, to some extent, collaboration between the government, street vendors and private (formal business) to manage street vendors take place but it was uncertain in future because they have different interests and no agreed courses of actions; (5) there is a tendency of street vendors be opportunistic, in particular when they have a chance to take material advantages from the government or formal business (private) without respecting to the standard operating procedure or rule of games commonly agreed; (6) there is a tendency of government co-opt the influential leaders of street vendors by distributing opportunities for personal profits to influence others, to control the remaining opponents of the city government’s policy, and set up a force to control large numbers of uncoordinated street vendors (7)‘the more links people have the more likely they are to be able to survive. Those who are excluded and those who have few networks in Solo are the most vulnerable.
